| Owner's Representative is the second tier of the project management service capabilities. Large public, institutional and corporate projects often have multiple stakeholders. For example, in the Downtown Cleveland's Gateway Project, the stakeholders included the City of Cleveland and Cuyahoga County as builders - through a "public-public" partnership with the Cleveland Indians and Cavs as tenants; and, the State of Ohio and other institutions as funding agents. In such multiple-stakeholder projects, the management of budget, schedule, quality and safety are often in conflict. It is therefore the role of the Owner's Rep to protect the interests of the respective stakeholder to whom he or she is accountable. Competing interests among Project Team members are typical, and often counter-productive. CT's knowledge and understanding of the design and construction process is invaluable in minimizing these conflicts for the benefit of the project as well as the client.
