Project Monitor represents the third tier of professional project management service capabilities. This relationship occurs when the interests of a third party to a project require ongoing interaction with the Project Team. For example, given a municipal project such as a stadium, the executive branch is charged with project management. But a legislative body still retains an interest in the project, and typically will not have the staff resources required to fulfill its oversight responsibility. The Project Monitor then represents the third-party interest through such prescribed activities as:
Meeting with the Project Team
Obtaining and analyzing project documents
Performing site visits
Offering specialized reports consistent with the needs of the third party
In the above noted case, a legislative body would clearly have an overriding interest in adherence to the project budget, schedule and affirmative action requirements.
