Columbia Ave. is a major gateway corridor connecting downtown to the historic Civil War tourism sites. Existing worn out and unfriendly pedestrian conditions were a deterrent to heritage tourism, economic growth, and the City’s goal of a walkable community. CT implemented complete streets practices to create a transportation corridor encouraging pedestrian use of Columbia Ave. as well as accommodating 13,000 vehicles a day.
A pedestrian friendly corridor was developed with widened sidewalks separated from the roadway by linear landscape beds incorporating street trees and low under-plantings; buffering sidewalks from parking lots with low brick walls and plantings; replacing pole-mounted business signs with ground-mounted masonry signs; and new pedestrian scale street lighting.
The success of project can be best measured by the increased level of pedestrian traffic, now feeling invited and safe as the improvements have served to calm traffic while still accommodating traffic volumes. Economic growth has also resulted along the corridor through successful new business start-ups and private reinvestment in worn out properties.
