The Hubbard Water Pollution Control Facility (WPCF) treated an average daily flow of approximately 1.83 MGD, with an average daily design flow of 2.10 MGD. The WPCF had been in operation for 24 years and had not undergone any major construction/renovation projects since 1989, with many components exceeding the end of their operational life.
Following the completion of a Comprehensive Plan in 2013, CT completed the design of the Phase I improvements to the solids treatment train. This work included improvements to sludge holding tank, final clarifiers, waste activated sludge pumps, solids dewatering building, and a new cake loading facility.
CT prepared a construction sequencing plan that would allow the WPCF to remain fully operational throughout the construction process.
